Companies conduct internal reviews of their competitors’ products all the time – it’s just we seldom ever get to actually read them. The ongoing litigation between Apple and Epic Games is uncovering all kinds of industry secrets, however – such as this Microsoft review of The Last of Us: Part II. This was penned by a couple of staffers from the Xbox Portfolio Team, and is presented similarly to the kind of review you’d read in a magazine – or even on Push Square!
Generally, the employees thoroughly enjoyed the game, describing it as the type of experience developers of narrative-based games “should be aspiring to accomplish with their character dialogue, presentation, and voice acting”. However, they’re extremely critical of the combat: “Naughty Dog still can’t seem to make decent gun combat in any of their games, and this is no exception. Luckily for them it fits in with the game’s theme and pushes the player towards using stealth head-on.”
The review goes on to gripe about the weapon switching system, before concluding that “not every team has the talent or money to produce [a game like it]”. We strongly disagree with the complaints about the combat, to be honest – pound-for-pound, we’d argue it’s the most pulsating third-person shooter of the PS4 era – but it all comes down to personal preference we suppose. We wonder what these same staffers will think of the title’s upcoming multiplayer spin-off.
In other news, a similar document reveals that Microsoft was at one point considering reducing its royalties on Xbox software sales – although, in a statement to The Verge, a spokesperson said it “will not be updating the revenue split for console publishers”. It recently made an adjustment to titles sold through its PC storefront, although obviously Windows is a different environment where multiple competitors exist within the same ecosystem.

To be honest, the combat and overall gameplay was leaps and bounds ahead of the story in the first game at least. Still, these aren’t Xbox robots, these are real people with their own opinions and I don’t think we should be judging them for their experiences.
Yea not sure what this is about, the combat was sublime. On the original I tried my best to avoid combat because of how clunky it was.

As for XBOX potentially adjusting that royalties split, if they did that it would certainly come with some kind of caveat. They wouldn't be doing it out of the goodness of their hearts.

The gun combat is absolutely fine for what it's supposed to represent... these aren't trained military, they're normal people in a stressful, extraordinary situation - particularly in the case of Ellie, who's still a very young woman. If they were running around CoD-style and snapping out 360 no-scope's, it wouldn't really fit with the game, would it?
Seems (at least some of) the MS staff are like the CoD fanboys, where everything that doesn't "work like CoD" is somehow "wrong".

I think the shooting in the Last of Us games are purposely finnicky to make the characters more vulnerable, i say this because I think the gunplay in the Uncharted games are way better than people give credit for especially in the 4th one. Which proves ND can actually do good shooting.
Fundamentally it sounds like they enjoyed the game but didn't think it was perfect, which is in line with most people.
But hey let's just highlight that they dared to criticise the game and curse them for it.
The combat is not awful, it is pretty decent, and only gets better with practice and finding pills.
I mean, at its core, TLOU2 is a survival horror/action game, its sole focus is not shooting guns.
I will say, I wish there were more options for reticle and UI involving shooting. That visual feedback goes a LONG way into understanding the shooting mechanics.
The circle reticle doesn't really have a lot of information.
Still, it feels a lot better than TLOU1, and I found the combat to be the best part of the game.
I've never thought the gameplay in Uncharted or The Last of Us was all that extraordinary, but they get the job done given how extraordinary everything else usually is.

I thought the game played fantastically and the combat was second to none in my opinion. Naughty Dog did a fantastic job in making that game and quite possibly the best game I’ve ever played.
Well, some people find RDR2 gun combat pretty sh*t while for me is one of the best I've ever played.

I LOVED the last of US 2. But as much as I want to disagree, I will have to agree with Xbox. The gunplay in Naughty Dog games aren't the greatest. I hate when I got into a situation that required to me to rely solely on guns. I did everything through stealth or used the bow.

I always give props to Naughty Dog for their combat in the first Last of Us and Uncharted 3/4. Specifically the melee combat in TLoU 1 and Uncharted 4. They made it feel so visceral and real.
I haven't played TLoU 2 yet, kinda waiting on a PS5 upgrade of some sort, but I understand the melee and gunplay isn't for everyone.
i mean they explained it , it works for the game because its not a rambo style run and gun type of game , i mean you can play it like one , you'll die a lot depending on how hard the settings you put in for the game.
What’s hilarious is they played through the game and never found out that the quick-swap weapon button was R1? Their is literally a designated button for what they are complaining about.

On topic though, I have to agree with others that the combat in The Last of Us Part II was a lot better than the first one. I liked the story of the first one better, but wasn't that big of a fan of the actual combat. If they could have combined the story of the first with the combat (and obviously graphics) of the second, I would have been in gaming heaven.
The combat in TLOU 2 was sublime and perfectly suited the characters abilities in my book. Dont really have anything to add to the conversation other than to reiterate that TLOU 2 is quite simply a masterpiece.

@KilloWertz Thats where im at. I didnt have the love for pt 1 in the same way. Sure, the story was brilliant, but I felt the gameplay itself - from the combat to the ai - was sorely lacking. That's actually why the proposed remake is of considerable interest. If they can bring the systems of the second game into the first it could be a near perfect game

Combat was great imo. I hope the multiplayer thing they make is fully formed and good. Honestly, I know it's overplayed, but a stealth-heavy battle royale with scarce resources and other survival elements would be great

I understand where they’re coming from but couldn’t disagree more with their assessment of TLOU 2’s gunplay. As a slow paced yet intense, realistic shooter, I found the gunplay to be fantastic once things click.
If Microsoft were to reduce their royalties on software sales, where would that money go? If it’s into the pockets of developers, it sounds to me like something that should be applauded.
Tlou2 combat is good for stealth game, of course it's different from action games combat like gears, horror and action games have different combat.
I don't think tlou or resident evil should have 3rd person combat as good as, say, returnal, it just make the player frustated because they want to shoot things but the ammo is limited.
Regardless. You put all the parts together (including combat) and it made a fantastic game.
It was alright, kinda felt like a more refined version of Snake Eater to me.
I love The Last of Us 2. But..they do have a point. The weapon switching was one of the most frustrating parts of the game, controller-wise. The way they let you only carry two of each kind, and three with a holster, combined with having to use the untrustworthy d-pad to switch between them, well, I'd have really preferred a one button hold weapon wheel to have quick access to all of my weapons at once.
Constantly trying to change what was available between the crossbow and, say, the sniper rifle, or which pistol was easily within reach, proved very cumbersome. And ammo was scarce enough that you would end up having to switch them around fairly often, too.
It's still a fantastic game, don't get me wrong, and I've yet to play the game that nails everything 100% perfect. In so many ways, this game came the closest. But a little constructive criticism never hurt anybody.
Let's be real here. It's an internal dissection of a competitor's product done for some internal purpose (e.g. learn what is good and bad about the game, to learn from it etc.).
It's fine that they identified gunplay as not on par with the rest of the game's quality AND they did understand that even so, that gunplay works within the game's narrative. It's ok, quit biting y'all. 😂
Dang. I really liked the game overall, but it was the combat that carried me through, even when the story was going on too long for my taste. Playing that last section while setting up traps and shooting peeps made the otherwise kinda ’ok’ part amazing.
If we eventually get that PS5 version, I’m in for a re-run, just for the 60FPS gameplay.

Never played Part 2 (and no intention to) but I am inclined to agree with them that up to Part 1 & Uncharted 3, Naughty Dog just couldn’t get gun combat down. It was fine in Uncharted where there was plenty of AK’s to grab and Nathan’s lovely hair was a literal bullet sponge, but in Last of Us it was a nightmare where I dreaded firing a single round whilst the enemy would fire off shot gun shells repeatedly from their Santa’s Sack ammo pouch.
Can’t remember the combat in Uncharted 4 though; game’s a bit of a blur.

It's very easy to criticize something. I thought the gunplay was excellent.
If anyone hasn't already read the actual review I would recommend it. It's beyond "glowing". "The overall presentation is significantly ahead of anything that other teams have been producing on consoles and PC". The gunplay is pretty much the only negative. This is a positive review based on opinion. Of course people would implement and change certain gameplay aspects.

I am genuinely shocked by this review of the TLoU:2's gunplay and Naughty Dog's ability to make a game with good gunplay. I played Uncharted 2 in the PS4 Nathan Drake Collection a couple of years ago. It is difficult for me to play any other third-person shooter games now without it feeling inferior to that game's gunplay. Uncharted 2's gunplay was on a level that I will never forget and it demonstrated just how capable ND is at making a shooter.
As for TLoU:2, I think Xbox is missing the point. It's like looking at one of Monet's paintings and complaining that the brush strokes aren't straight. Playing as Ellie and Abby showcased ND's ability to craft combat, stealth, and gunplay according to how that individual character would fight. Ellie isn't a great fighter, but she's sneaky and scrappy. Abby is built like a friggin ox and had trained in shooting with the WLF and can take on just about anything head-on. Of course, Ellie and Abby aren't going to shoot like a Gears of War character or like Master Chief. The whole point of TLoU:2 was to walk a day in the shoes of these two characters (through hell and back again) and I, for one, think they accomplished this in literally every way possible. The game was simply a masterpiece.
@Deadlyblack I don't think you need to wait to play TLoU:2. I played it on my PS4 Slim and it still looked and ran better than any game I have ever played. It already runs like a PS5 game. It's a masterpiece.

I think the gunplay in TLOU2 is an excellent execution of what it’s meant to be. The game is not a shooter. You need to make your bullets count.

Overall it is a hugely positive review. The comment about gunplay suggests to me that they blitzed through the game on a low difficulty (which makes sense for a Corporate internal review which probably had a pressing deadline).
Its just my experience but I find that the common denominator with a lot of people who criticise the gameplay and gunplay of both TLOU games played on low difficultly which enables the game to be played as basically a shooter where you are able to run through like John Wick and take everyone out easily. Obviously that's a valid style of play and any weaknesses that that shows up are fair game for criticism but the game isn't built as a shooter and plays best as a slow stealth game.
Weird, I'd say was the other way round. Story and dialogue sucked, while gameplay/combat was extremely fun. The attention to detail really makes it.

Combat in Part II was excellent, much improved on the original. Stealth is a necessity in this game, there were times I dared not to make a sound and that was in real life as well. Very tense.

So funny that this internal review was absolutely glowing and heaped monumental praise on this game, yet here they are getting bashed for one single criticism they had. Sounds familiar.
I never understood this critique of ND games. Other than U1, every game afterwards pretty much played at least as good as literally any shooter out there. And in the PS4 Uncharted collection U1 was brought up to a much improved state.
I thought TLOU2's combat was one of its strongest assets personally but to each their own I guess.

I don't play a ton of shooters, but I don't see what's wrong with it. It may be different than other games, but they don't have to be all the same. If the weapon sway is the complaint, that's just a deliberate choice the devs made, and it adds to the experience I think.

I agree with MS on this. The shooting never feels great in a ND game. In Uncharted 4 it felt a little off (worse than the previous games for me). TLoU2 combat/gameplay is light years ahead of the first game (which I thought gameplay was painful and the story saved it). It’s OK for ND to not have a perfect game folks. They’re excellent at storytelling and that makes up for their mediocre shooting.

Fair enough, everybody can have their own opinion. Combat aspect of it worked for me, because it's supposed to be clunky and you should be missing resources.. it's just regular people trying to shoot each other down in a bad situation, it shouldn't look like in fancy action movies. At least, that is just my (opinion).

Further to my earlier comment... we had a similar situation with some PlayStation fans when Killzone 2 was released, especially with regard to the online side of things.
It had a slower, heavier, more realistic feel to it, where soldiers wearing lots of heavy kit moved at a realistic pace, instead of running around like headless chickens as if the gun was all they were carrying. And boy, did (some) people whine about it!

I get why they do this, it's smart but the actual conclusion they draw is dumb. It's not bad gunplay, it's different. Ever since Halo 4, Microsoft has been all about a more standardised feel and control scheme for shooters and it's bad for the industry. Not every game has to feel like COD or Gears and Microsoft thinks they should, they even changed Halo and it was a big mistake.
Different is good. I'd rather play something experimental like Splatoon and use gyro controls even, than play another game that feels like COD or Gears.

TBH I really didn't like the gun combat much in the Uncharted series. It was way too wave-shootery and got tedious really quickly. Really loved it in TLOU though, and TLOU 2 refined and improved the combat in comparison to the original. Sounds like sour grapes from MS to me.
As the article said the gun play fit with the theme of the game, gotta agree that it isn't naughty dogs strong point. They more than make up for it in every other area though.

Better, it is basically the exact same, Same as the entire game mechanics, everything is the same... but there is more added. I’d say at least 80% of the hate the game gets is because of homophobia, and when it was released I had a whole bunch of people admitting to why that’s why the game wasn’t good. Because gay stuff happens a lot.

I always thought the gun play was purposely like that because it simulates a real person that isnt a Super soldier or soldier in COD.
Clearly this reviewer never played Jak 2. Gunplay where you can't aim with no strafing, Naughty Dog (read: Insomniac) has already perfected gunplay.
I can't disagree about naughty dog and combat... It just feels average at best and if you use a critical eye then it's below average.
The stealth isn't great either... There are multiple sections in TLOU2 that are supposed to be gun fights but I got through all of them without shooting once and it's not because the stealth system is good, it's because it's pretty bad due to its simplicity.
The ai even on the hardest difficulty is very easy to get around and that's any enemy or even large groups in areas where you are stuck in a choke point and could never really stealth your way out.. but I always did

@Shepherd_Tallon I read that it would be a new way of forming exclusivity deals. At the moment, exclusives - particularly timed exclusives - are gained by paying the publishers a lump sum for, say, a year of exclusivity. It was thought that if Microsoft offered all publishers a greater revenue split across the board than what they would get on PlayStation or Nintendo, they would start to delay releases on rival platforms for a few months and release on Xbox first because they made more money from Xbox game sales and Microsoft wouldn't have to negotiate individual exclusivity deals. An interesting but weird approach, but at least it's better than poaching developers to take games away from fans like they've recently done...

That’s how I played the first one.
I used stealth as much as possible. I only used firearms in situations where I knew I had the advantage and could kill them all in 15 seconds or less.

Heck i have the platinum in the game and enjoyed it for the most part but I could easily see where they are coming from and agree.
After spending some time with titanfall 2 again this weekend I'm reminded of why truly satisfying gun combat is so important.
I also realized why I haven't really enjoyed any other shooter outside of destiny 2 since.
Nothing (not even cod) can come close to the perfection that is titanfall 2 gun play.
And again TLOU2 isn't titanfall 2 it doesn't even have to come close but the point is that theirs satisfying gun play and then there's just passable.
TLOU2s works but only just enough and it goes beyond "trying to be relatisic" to the characters involved.

I agree to an extent. I love ND games but am happy to admit it's not for the combat. For me it's the storylines, set pieces and worlds they create.
@GADG3Tx87 This narrative about a making a game above 60 on metacritic must be very old, the last 5 games they actually made all got well above a 60..... but I understand that's just how it works when you're hostile to one platform over another for reasons.
They aren't really off, the gun combat in uncharted 4 and last os us too felt pretty janky to me, 2 was definitely better than the first one but still not really great... I lust disliked combat in general for the 2nd one though, felt like I was playing rise of the tomb raider half the time because somebody from miles away would somehow hear me creeping and small armies would descent.
If a rich company wanted to know how to make a good video game they'd be wise to study a dev team like Naughty Dog.
@Cybrshrk Like I said it's a shame that more PS games that aren't Days Gone and Horizon (Which I just started on PC and is beautiful) are on PC. If they do not currently have a answer for the FPS boost. A PC option would be nice for those who own one.
The gun combat of TLOU2 is not the best, but the overall gameplay is great for it's genre. You don't shoot your enemies head on but you need to be strategic on how to eliminate them. it's a fight or flight mechanic because of the limited resources - much like any survival horror game.

So I know the story, but I haven’t seen all of the gameplay sections.
@GADG3Tx87 How far back through time are we pulling from here? The xbox one for as much flak as people give it only has like 6 actual xbox games with less than a 70 average. Those being ryse, crackdown 3 (no idea why anybody thought this would be good), recore, state of decay 2, sea of thieves and bleeding edge. So yea they've got some bad ones in there but that narrative implies everything was trash which is funny.

Then we'll agree to disagree. You can have your opinion and I can have mine, and in my opinion Xbox hasn't had a good game since 2011. And in my extended opinion the entirety of the Xbox One generation was utter crap with absolutely nothing of interest.
No shocker I heard of these reports on both sides. Wasn't sure if they was real but guess this kinda proves it.
To be fair I couldnt even finish last of us 2 because of how bad the combat was. I dont mind game trying to capture real and all but when done right it works unfortunately for naughty dog this is one of there weakest areas been known since uncharted. They have improved it over the years but still not right.
Tho be fair I can't mind the last good game sony or ms even made that was worst a grain of salt. People on either side will defend these games anyways even if they thought they was *****. Just because it's on there fanboy platform. There are people who do loves these games but when u spot a issue with the game and tell them that's how u tell the fan boys apart. One will be like yea I can see the issue. The other like no game prefect 10/10.
The day sony or Microsoft make a game that's even close to what games use to be long gone now both companies just make crap. I love my ps5 I love my xbox. I buy both for dofferent reasons. Best games I played in the last 2 years been resident evil 7 and little nightmares both ***** all over anyrhing sony or xbox have. Looking forward to 8 tho avoiding the demos cause I want go in totally blind.
TLOU2 is a fine example of how not to make a game
I genuinely really enjoyed the 3rd person shooter aspects of TLOU2, and often found myself quite happily settling into the role of gunner, when my spec ops style stealth plans (always) fell through
@DeepSpace5D damn. I also played through the whole game and never realised that was an option!
To be fair, having to hastily rearrange my backpack and swap between guns during a shootout was one of the nerve wracking things that made near death escapes so thrilling!
@LordSteev personally I think it really added to the gameplay (besides realism). Before a encounter you would have to carefully chose which weapon to equip, considering your ammo and the range it gives you, or you would have to adjust your playstyle to the weapons you allready have equipped.
I also had plenty of cool moments where I did a quick weapon swap and went from being on the run with a sniper rifle to giving a chasing baddie a face full of shotgun. I really like the mechanic a lot better than pulling an infinite array of firearms out of my behind

Maybe Microsoft should start a PlayStation magazine/website that reviews PlayStation games etc. One of the best reviews I've read for a long time. They could include access to this magazine/website on Game Pass to show all the xbox players what they are missing while they 'wait'.
Too bad microsoft staff opinions dont matter. Now wheres halo infinite... theres like no exclusive games on the xbox still. Whats the point in buying all those game companies including bethesda but no results?

I have a thing with Killzone i love the heavy gunplay it makes it feel more realistic everyone has his own preferences.

You know, I try not to fanboy, but The Last of Us part 1 and 2 are both better than anything Microsoft has ever made. This is just my humble opinion but. Sounds like some people are salty that their games don’t sell as well, or as critically acclaimed.

@Rubssi I wasn’t a big fan of the Joel and Ellie relationship. Joel was clearly just replacing his daughter with Ellie and projecting his feelings of failure onto her. That would make sense if the game was a year or two after the prologue. But for that much time to have passed and yet it was only then he had feelings that strong? It felt a bit weird. I didn’t like how many people either gave their lives or went out of their way to help the two of them either, just for Joel to turn round and render their sacrifices meaningless. He didn’t even really mention Tess much and the fact she believed in the cause that much only for her entire death to be meaningless was rubbish.
The main thing that irritated me was the jumps between seasons. I liked the stylistic reason for it of course, but it broke up the story too much as it skipped over a lot of the character development and bonding between Joel and Ellie. I dunno, it’s a good game, just not a great one.

In my view MS has yet to produce a single player experience coming close to Last of Us, Uncharted, God Of War series. No way near. I had a 360 as a second console to PS3 because their Arcade stuff was great, but even here I believe PS has caught up.

Hey, I agree with you for the most part. I loved this game, thought it was game of the year. I also enjoyed the tension of choosing which weapons were active. My point is, even if they kept the d-pad select system, it would be easier to switch which weapons were active if you had all of them available, instead of just 3. I found myself sticking to what I knew: the bow, the shotgun, the rifle, and didn't give the other weapons a fair shake because I knew I'd want to switch back to these 3 anyway. Nothing wrong with it really, I just thought it kept me from experimenting with other weapons as much as I would have if I didn't have to slow my momentum by fumbling with what was easily available. Still, a fantastic game.
Sounds like they are not a fan of the sequel either
I loved Uncharted gunplay, some people hate it. 🤷♂️
But, then I prefer Uncharted to The Last of Us anyway.
